New Visa Fees for Travelers: What You Need to Know Before Your Trip to the U.S.

Beginning on October 1, 2025, the United States will roll out a new “visa integrity fee” of $250 (approximately Rs. 71,338) for nonimmigrant visitors. This fee is part of the One Big Beautiful Bill Act, introduced by former President Donald Trump, as reported by CNBC. It will impact most foreign nationals seeking nonimmigrant visas, such as tourists, students, and business travelers. The Department of Homeland Security (DHS) will manage the fee, with potential adjustments over time to keep pace with inflation.

This new fee adds to the growing list of costs associated with entering the U.S. It’s important to understand that this is not a replacement for any existing visa fees; rather, it’s an additional expense over and above current charges. For example, the fee for the I-94 form has already increased from $6 to $24, making the financial burden heavier on applicants. Specifically, individuals applying for H-1B visas could see their total expenses skyrocket to between $205 and $455—almost Rs. 130,000. It’s a substantial increase that many prospective travelers are likely to find challenging.

When it comes to the visa integrity fee, it’s crucial to note the conditions surrounding refunds. If a visa application is denied, the fee is non-refundable. However, if travelers meet the terms of their visas and leave the U.S. on time, there might be a path to a refund. This means exiting the country within five days of the visa’s expiration and avoiding unauthorized work. Refunds will only be processed after the visa has officially expired. The DHS highlights the need for communication and coordination between departments before these refund procedures can be fully established. Experts believe that the timeline for implementing the fee could take several years, as there remain uncertainties to work through. The Congressional Budget Office estimates that this fee could bring in approximately $28.9 billion between 2025 and 2034.

Uncertainties swirl around how this fee will actually be implemented. Legal experts have pointed out that there’s no clear timeline for when this fee will take effect. The U.S. Travel Association has expressed concerns regarding the collection process, especially given that the DHS does not issue visas.

Steven A. Brown, an attorney at Reddy Neumann Brown PC, suggests that B visa holders and students will feel the brunt of these changes most acutely. Families planning to visit the U.S. may think twice about their trips altogether, faced with an additional $250 charge for each family member.

From a broader perspective, the DHS has stated that this fee aims to enhance the integrity of the U.S. immigration system. Contrary to some fears surrounding visa overstays, only 1-2% of nonimmigrants overstayed their visas between 2016 and 2022. However, it’s significant to note that about 42% of undocumented immigrants initially entered the U.S. legally.

This fee is being introduced in anticipation of major global events in the U.S., such as the 2026 FIFA World Cup, leading to heightened concerns from tourism industry leaders. The industry is already grappling with severe budget cuts, notably to Brand USA, which has seen its funding drop dramatically from $100 million to just $20 million.

For many, this added fee can feel like a roadblock on the path to exploring opportunities in the U.S., whether that’s for study, tourism, or business. With rising costs and uncertainty, your plans might feel more complex than they should. It’s essential to stay informed and prepared as these changes roll out.
